You are understanding how it's supposed to work correctly. I'm having a similar issue here. Links that haven't been automatically shortened by Ping.fm using the * character in front of the link show up fine but if I let the link get shortened I never see it show up in Diigo. I haven't tested using any other link shortener but there does seem to be an issue here with Ping.fm shortened links. Any employees want to chime in?

I can confirm the same problem when trying to post a photo to Photobucket through the API. Both the title and description aren't being separated properly and are both showing up in the title field.
