Yes, it is indeed Microsoft Entourage for the Mac (the most buggy piece of software on the planet). In the scenario I outlined, I would be the creator of the event. As far as I can tell, Entourage isn't using webdav. It seems to have its own invite protocol, but I don't know the platform well. I do know that it's built to work with exchange server and it works fine with clients using Outlook.

Attempts to synchronize the app with iCal or Google Calendar haven't been very successful.
