When traveling throughout Serbia & Montenegro in August 1999 for three weeks vacation. I also found Serbia & Montenegro banks to be 100% in accordance with EU anti-counterfeiting laws & guidelines.
In fact, as an American citizen with a United States Passport, I had an extremely difficult time when attempting to walk into any bank to exchange my United States Dollars into either Serbian Dinars and/or Euros. When exchanging money on my vacation, all bills (U.S. Dollars) had to be crisp and dry, without one tear or crease; I was always asked at all banks throughout my travels in Serbia & Montenegro to present them with more than two forms of official photo ID for transactions. When I asked them why, the bank representatives todl me they have to be extremely careful of counterfeit bills.
In fact, I was starving one day with some friends by the Kosovo border and one bank would not even exchange my United States Dollars into Euros at all! We were about 10 meters outside of Kosovo where western media was committing gross lies about hundreds of thousands of refugees being homeless by the borders of ALbanian and Kosovo. I saw noy one person anywhere insofar as refugees and/or homeless people during my trip in mid-August 2002.
Yet here I was, in a small ethnic majority Albanian town...anyway, back to my story...
I had been swimming earlier in the morning and had gotten all my money wet. Yet here I was, an American citizen and even 10 meters outside of Kosovo, not one Montengrin bank would easily exchange my US Dollars into Euros because it was a bit damp.
And I was hungry!
They would not even exchange it when I showed them my United States valid Passport along with additional forms of Identification. Talk about banks being overly cautious!
Since it has become a private joke of sorts between myself and my friends what we had to go back to our hotel rooms often and actually blow-dry our money; almost taking an iron to iron it perfectly dry, before any bank in either Serbia or Montenegro would exchange our currency (no matter how much I whined).
WHEN I EXPLAINED TO THE BANK TELLERS THAT I WAS VERY HUNGRY AND NEEDED TO EXCHANGE MONEYS TO BUY LUNCH, AND, ASKED THEM WHY ALL THIS ATTENTION TO MONEY EXCHANGES OF VERY SMALL AMOUNTS UNDER $50- EVEN, I WAS TOLD BECAUSE OF THEIR COUNTRY’S VERY STRICT ENFORCEMENT OF ANTI-COUNTERFEITING LAWS.
SO WHEREFORE SHOULD NOT SERBIA AT ONCE GAIN ACCEPTANCE IN THE EU?
INSOFAR AS WAR CRIMES, AS A PERSON WHOM IN AUGUST 2002 TRAVERSED FROM THE SERBIAN/CROATIAN ADRIATIC BORDER TO 10 METERS FROM KOSOVO/MONTENEGRIAN BORDER, I DID NOT SEE ANYONE ALBANIAN, SERB AND/OR ROMA NOR ANY REFUGEES IN THE COUNTRY ANYWHERE AT ALL.
EVEN IN THE ETHNIC ALBANIAN TOWN WHERE I BROUGHT MY FRIEND’S WIFE TO AN ALBANIAN DENTIST AS A SERBIAN LADY FOR DENTAL CARE, ALL SCHOOL CHILDREN WERE WELL FED, VERY WELL DRESSED AND THEY WALKED UP TO ME (I TOLD THEM I WAS A US POLITICAL SCIENCE STUDENT AND AMERICAN CITIZEN AND THEY DIDN’T SAY ANYTHING BAD ABOUT SERBS AT ALL.) THEY ONLY ALL TOLD ME THEY WANTED TO STUDY IN NEW YORK ONE DAY. BUT AFTER I TOLD THEM ABOUT MY TERRIBLE EXPERIENCE BEING THROWN OUT OF THE NEW SCHOOL FOR SOCIAL RESEARCH IN MANHATTAN FOR MY ANTI NATO VIEWS, THEY TOLD ME PERHAPS THEY WERE WRONG ABOUT THINKING THERE WAS TRULY ACADEMIC FREEDOM ON THE USA.
THEN I TOLD THE ETHNIC ALBANIAN STUDENTS NOT TO STUDY IN NEW YORK CITY BECAUSE OF HOW I ALSO WAS DISCRIMINATED AGAINST BY FAIRLEIGH DICKINSON AND SETON HALL AS WELL ON ACCOUNT OF THE NEW SCHOOL FOR SOCIAL RESEARCH’S VIOLATING MY DISABILITY RIGHTS.
WE DISCUSSED HOW THE NEW SCHOOL DID NOT LIKE MY STRONGLY VOCALIZING MY ANTI-NATO VIEWS TOO AND HOW FDU WOULD NOT ACCEPT MY MA THESIS WELL.
DURING MY TRIP I DISCOVERED THE AMERICAN AND WESTERN EUROPEAN NEWS MEDIA WAS LYING TO THEIR PUBLIC LISTENERS.
I MYSELF COULD NOT LOCATE ONE REFUGEE ANYWHERE IN EITHER COUNTRY , EVEN 10 METERS OUTSIDE OF KOSOVO ITSELF, I FOUND NOT ONE ETHNIC TENSION AND PEOPLE FROM ALL PARTS OF EUROPE WERE STAYING IN BUDVA MONTENEGRO WITH ME (GERMANY, NETHERLANDS ETC.) WE WERE ALL EQUALLY ENJOYING OUR VACATION. THE MAN AT OUR HOTEL FROM GERMAN PLAYED SOME CHESS WITH ME.

SINCE THAT TIME OF MY 2002 VACATION IN SRBIA AND MONTENEGRO, I HAVE PERSONALLY ALSO MET WITH SEVERAL UNITED STATES MARINES STATIONED IN PRISTINA DURING THAT TIME RECENTLY SPENDING TIME IN NEW JERSEY. THEY ALSO TOLD ME “I WAS NOT REALLY LOOKING JILL BUT I DID NOT SEE ONE REFUGEES MYSELF AND I WAS STATIONED IN PRISTINA IN KOSOVO –AND YES THE US AND WESTERN MEDIA MADE UP SOME OF THE LARGEST LIES IN THE WORLD AND LIES AGAINST SERBIA AND MONTENEGRO..” THIS WAS SAID TO ME ABOUT 3 WEEKS AGO BY A SHERIFF’S OFFICER IN PASSAIC COUNTY NEW JERSEY IN 2006.

Post 9/11, JFK was supposedly safe beyond reproach insofar as security; this proved untrue. I had not traveled outside America in many years so I was unfamiliar with the new travel restrictions on such items as nail scissors etc., being illegal to bring onboard flights and carried several very sharp ones right passed JFK security inspection inside my purse on board out of my own ignorance of new flight rules. It was not until I arrived on my stopover in Paris, France that I was boarding onto a JAT (Yugoslav Air Travel) flight for Belgrade that the security officer of JAT told me that he had to confiscate the aforementioned items owing to new security precautions implemented post 9/11.
I informed him upon boarding my initial flight at JFK in New York, the security guards at the gate allowed me to board my flight to Paris carrying them in my purse. The JAT security employee merely shook his head in amazement mentioning something insofar as his seriously questioning American security in general stating that Jugosalv Air Travel obviously took airline and passenger security much more seriously.
I loved flying JAT! Not only was I completely satisfied the flight from Paris to Belgrade was many times more secure since JAT searched boarding passengers more thoroughly than JFK, the hospitality, food and drink was excellent. I say this owing to my being a well seasoned traveler having previously visited places such as Indonesia, Thailand and Hong Kong, etc.. It was extremely laid back on the flight. People moved around switching seats and chatting with good friends and the food was the best! My favorite Serbian food and drink were served and all airline employees shoed me the highest level of hospitality. I was extremely pleased with the professionalism and service on JAT I later began an online blog about it on Yahoo360.

"The next day I woke up around mid morning feeling depressed so I went for a walk to a local store picking up some things. Returning to Darko’s, we were standing outside his apartment discussing something when I turned seeing Mladic approaching me in full military regalia. We shook hands glad seeing each other. Of all photos I’ve seen online, Mladic never looked better than he did then.
His military uniform was clean, ironed and he wore every military metal ever
earned it seemed to me. He was as honorably decorated as any of the American Joint Chief’s of Staff; even wearing his gold colored in sigma upon his green "special" military cap (I never saw him wearing one like it on any online internet photo). He had many gold colored metals hanging from his uniform on the left side by his chest. I was privileged to see him this way; I confess being impressed.
I was surprised to say the very least. Darko said to stand next to Mladic
insisting on snapping some photos of the two of us. Mladic placed his arm around my shoulder and I his; we both smiled as Darko snapped some photos. When finished Mladic presented me with a gift. The book I posted online for you all to view, signing it to me under the alias name, Sharko thanking me for beautiful times spent together in Beograd. He was so sweet and respectful to me, an American citizen whose great grandfather was a rabbi in Russia. We embraced and he left as Darko interjected saying we had to hurry to the airport before I miss my flight. "

Retrospectively, it was all so simple, natural and matter of fact being on a boat
restaurant in Belgrade, sitting with, laughing, drinking a two hundred bottle of wine and chatting about war and peace while Ratko Mladic held my hand. Mladic, a man considered the world’s most ruthless war criminal since Adolf Hitler, still at large and currently having a five million dollar bounty on his head for genocide by the international community. Yet there I was with my two best friends at the time, a former Serbian diplomat, his wife, and Ratko Mladic just chilling. There was no security, nothing you’d ordinarily expect in such circumstances. Referring to himself merely as, Sharko; this is the story of it all came about.

This legal technicality indicates the Hague must dismiss charges against Dr karadzic and
others awaiting trials in the Hague jail; like it or not.
Unfortunately for the Signatures Of the Rome Statute United Nations member states
instituting the ICC & ICTY housed at the Hague, insofar as the, Radovan Karadzic, as
with the other Hague cases awaiting trial there, I personally witnessed these United
Nations member states openly speaking about trading judicial appointments and verdicts
for financial funding when I attended the 2001 ICC Preparatory Meetings at the UN in
Manhattan making the iCTY and ICC morally incapable trying Radovan Karazdic and
others.
I witnessed with my own eyes and ears when attending the 2001 Preparatory Meetings to
establish an newly emergent International Criminal Court, the exact caliber of criminal
corruption running so very deeply at the Hague, that it was a perfectly viable topic of
legitimate conversation in those meetings I attended to debate trading verdicts AND
judicial appointments, for monetary funding.

The idea was "let's discuss it." "It's a great topic to discuss."
Some countries agreed with Spain’s propositions while others did not. The point here is,
bribery for judicial verdicts and judicial appointments was treated as a totally legitimate
topic instead of an illegitimate toic which it is in the meeting that I
attended in 2001 that day to establish the ground work for a newly emergent
international criminal court.))))))))))))))))))))))))))))
In particular., since "Spain" was so overtly unafraid in bringing up this topic of trading
financial funding the ICC for influence over its future judicial appointments and verdicts
in front of every other UN member state present that day at the UN, "Spain" must have
already known by previous experience the topic of bribery was "socially acceptable" for
conversation that day. They must have previously spoke about bribing the ICTY and ICC
before in meetings; this is my take an international sociological honor student.
SPAIN's diplomatic gesture of international justice insofar as, Serbia, in all of this is,
disgusting morally!
SPAIN HAS TAUGHT THE WORLD THE TRUE DEFINITION OF AN
"INTERNATIONAL CRIMINAL COURT."
I remind everyone, when I attended those ICC Preparatory Meetings in 2001, witnessing
first hand the country plenipotentiary representatives present with me discussing so
openly, trading judicial funding of a new international criminal court, for its direct
judicial appointments and judicial verdicts, those same state powers were
concurrently,
those same countries and people were already simultaneously, funding the already
established ICTY which was issuing at that time, arrest warrants for Bosnian Serbs
under false primary diplomatic pretenses.
The ICTY and ICC is just where it should be for once.
Cornered and backed into and an international wall, scared like a corned animal (and I
bet it reacts in the same way a rabid cornered animal does too in such circumstances).

I believe strongly that ICYU assocaites murdered former Serb President, Slobodan Milosevic, tried to murder
me, as well and other Serbs prisoners and presently places , Doctor Radovan Karadzic’s
life in direct danger as well as Ratko Mladic’s life in danger should he be brought there.
The ICTY has no other choice than to halt all further court proceedings against, Doctor
Radovan Karadzic, and others there both serving sentences and awaiting trials.
