Re-tweet someone's tweet to my followers

Retweet somebody's tweet to my followers, maybe clicking on an icon below user's picture.
Allow editing his/her tweet before send (wait for my Enter).
Maybe something like "Retweet: @user ..."

Insert @user instead of overwrite complete tweet

When we click on the arrow below user's picture, it replaces the complete tweet with @user. It shall just insert @user so we can quote many users conformtably.

What does the icon besides remaining characters mean? I push it, but nothing happens.
What is it supposed to do?
