Packaging this as a totally separate product built on the same "engine" is probably a very good idea. For example it would make perfect sense in jira to have separate "add ui mockup" and "add software sketch". That would also allow for the products to take separate directions if needed.
I guess the requirements should be dictated by the community in a broader sense, but for my needs it comes down to stripped down notations for basic uml structures in the same way as we do on a whiteboard:
* simple box (used for classes/components)
* flexible arrows
* lines
In this space a lot of people use the Gliffy Plugin for confluence:

This is a very good tool, but I'd like to see a more stripped down version based on balsamique.
