I did start out with a private account and then switched it public. So you're probably right about that causing the problem. Now it seems to be working OK because I'm just getting notified that new people are following me and I don't have to approve the requests. Thanks for the tip!

I've received 3 email requests to follow me on twitter and when I click the link (http://twitter.com/friend_requests) to approve, I get taken to this page:
