It depends on how many other tools you've used. You can focus on taking Vigilante missions if you want to be that association. Feel free to play with other associations as well.

Once those actually go off (i.e.: the ppl you attached them to try to lay a mine), then they count as a tool "use." A use occurs once the tool is in play. :D Take some missions as well, those will help you become an association.

My guess is you're running on Windows or Linux. Let me know what OS/browser version you're using. We've been debugging automatic sign-in on Windows machines. PMOG should run on Firefox 2 as well as FF 3 Beta 2.

You're given two invites each week. Have you used yours already? If so you can either wait for next week, when you'll be given two more invites to spend. Or you can give me the email of the person who want to invite and I'll manually add them. The second approach is faster, but we'll have rewards for inviting people soon, so you may want to hold on. :)
