Not sure if you've had your issue resolved, but I found that I had this problem when I switched to Windows 7 (and I hear Vista had the same issue). It's got something to do with Window's network autotuning. To disable, open your command prompt as an admin (type cmd in the run box and then right click and go to "Run As Administrator") and type this and hit enter: netsh interface tcp set global autotuninglevel=disable I noticed that it also fixed the issue of not being able to fully complete downloads.
