For payment card applications like Visa payWave and MC PayPass, issuers have to be involved because the card data contains secure information.
One of the beauties of using an NFC add-on, besides being able to keep using your own phone, is it supports different distribution models. It does not necessarily have to be a bank or mobile operator who distributes the add-ons, it could be a merchant (online or brick-and-mortar), or whatever you can think of.

There is an NFC add-on solution that works on GSM handsets including iPhone. The NFC add-on is inserted in the SIM slot and does not affect the telco SIM at all.
