We're actively working on making this process better. We've put a great amount of work into the upcoming 2.0 release and shortly after that, we'll start simplifying the pricing even further as well.
If you'd like to chat about this directly, I'd be happy to speak with you - email me at paul.singh [at] pbwiki.com

I meant the "1/10 of a full user" distinction, as well as any other as-yet-undisclosed differences between the Business and PBwiki 1.0 user "models".
But this raises an interesting question. Suppose that I, as a business owner, wish to use a business wiki to allow my support staff to collaborate on producing a FAQ, aimed at my existing as well as potential customers. I might have 10 staffers creating the FAQ, and the entire Internet reading it. I'm guessing that would be prohibitively expensive, since every 10 "readers" costs the same as one "writer". Am I understanding this correctly?

A user that is given the access control of "Reader", i.e. has the ability to only read, is counted as a fraction of a full user (.1 of a user).
If you have a utilization with a large number of readers than you can contact me directly at: tom(at) pbwiki (dot) com and I would be happy to work through this with you and set your agreement up for you.
