Sorry to hear about the issue you're having. We have a few questions for you:
1. What is your Plus+ gamername?
2. What time/date did this issue occur at?
3. How many power cells did you attempt to purchase, and how much were you charged?
4. Would you be able to send us a screenshot of the iTunes Store receipt, showing the "Billed to" section, the order number, the purchase price and items? NOTE: Please do not post this publicly. If possible, could you answer the first 3 questions here, but send us an email with the receipt to support@ngmoco.com (please reference this forum post).

If you click the "Update Now" button, iTunes should open, and walk you through purchasing/installing the software.

Hey there,
That is correct. Puppy bucks can be used to buy in game accessories, but food is purchased through the iTunes Store, by purchasing a different version of Touch Pets.
However, today, all dog food was replaced with premium dog chow. This results in a bowl of food providing your puppy more energy over a period of time.
