New user registration emails not sending out!The problem comes when new users register on to the website - it promises them that it will send a confirmation email with the username and password but this email does not get sent out.
I, as administrator, don't also get notification emails saying when a new user signs up or when new comments are added for moderation.

Hi thanks for your reply however I despite your reasons for not creating a new paypal account, I would still wish to close my account. I know I will lose some money but I am willing to if you close my account. Also despite your personal experience of Paypal not limiting even though you access through work and home, I have heard of people and friends who have had a similar experience with me. Also if your saying you accessed your account through work, well I would have thought they wouldn't be suspicious anyway, especially since you are using a Paypal IP address, if you claim your working for them or an official representive?
Also I have explained to Paypal that whilst I was logged on the proxy, I also was logged in my account at the same time as my orginal IP address from home. So they should be able to tell straight away that was I was logged in twice, i have explained it to them numberous times, however they still won't listen.
Also I have heard from third party sites that I must wait 2 years until my paypal account is closed, since you are making interest and the longer you limit my account, the more profit you make (you can deny this but a company like you will obviously do this)? This is outragerous- and your terrible Terms of service state you have the right to limit an account anytime- on a side note this is outragerous if your limiting people for no reason, which i have also heard you do.
I want my paypal account to be closed immediatly.
Paypal isn't a bad service... it is an uncaring service run by a bunch of robotic procedures that 95% of the time work in the benefit of the consumer but 5% of the time don't. However I certainly will be doing my best to avoid this company in the future.
In fact I have inserted a picture I found on a website which describes my problem.

Ok first of all I accessed my account through an "anonymous proxy service". The reason I did this was people the proxy said that its safe to do bank transaction through this method, so I did. Straight after paypal limited my account. Please note that even if I had done it through a place like a library then Paypal would STILL limit my account because of their arrogance. I have completed the first two steps, however I can't do the third one because I do not have a credit card and stuff and my account has always been unverfied.
I was logged in my account with the "anonymous proxy service" and I also had a normal window where I was logged in. So paypal should see through my IP address, that I was logged in both times, I even sent an email of my IP address and confirmed the time when I was logged on both ways.
First of all I want to get my account unlimited. For proof, all I can do is send emails from paypal from the past. I have completed changing my pass and recovery questions.
Also I would like to know that if paypal do not unlimit my account then can I make a new account, because I'm trying to recieve money from customers but whats the point if paypal are stealing my money, getting interest from it, due to them refusing to close my account. However I am hoping that paypal unlimit my account as soon as possible.
