Target Velocity Calculation

I started with 40 for the target velocity, I added a few stories and it went -12. I then took out all the stories and the total didn't go back to 40, it went to 26. Perhaps that the velocity being a negative and you are subtracting points because I am dragging the item out of the sprint causes an issue.
