You should be able to upload a CSV file where one column is a set of URLs (ie: text of the form http://www.example.com/testing) and it'll automatically be converted to a URL for you.
If you want to have a different description in place of the URL, you can treat the URL column like an HTML link when you upload it (ie: text of the form <a href="http://www.example.com/testing">Descriptive text</a>)

I thought I'd add one note to Chris' explanation above. Typically when people want to re-arrange the order of rows within a dataset, they're trying to artificially sort the rows into some order. Socrata allows you to re-sort by any column (just click on the column header!) so you'll often find that all you have to do to get your data in the right order is to enter a new row then click on the appropriate column header to re-sort it.
For example, if you have a dataset that contains people's names that you're trying to keep in alphabetical order, just click on the name column to sort it. If there's no column describing the order you're trying to maintain, you might consider adding one to represent that order - perhaps a numeric ranking column, a date/time column, or even a stars column makes sense for the order you're trying to maintain.

Sorry for the slow response. Right now, picklists have very limited functionality on the Socrata side - you can view them in an existing dataset, but you can't add/edit/change the picklist itself or add it as a column to a dataset from Socrata. We're actively working to add this functionality to Socrata right now.-

Our OpenID support is still in progress - right now, in order to sign in via OpenID you have to first create a Socrata account and then link your OpenID via the "My Account" page once you've logged in. (Think of OpenID as just another way of logging in to your Socrata account.) We're working on making it so that you can create a brand-new account via OpenID in the near future.
If you're having trouble signing up without an OpenID or linking an OpenID once you're created that account, let me know.

Thanks for the bug report. We're aware of the problem, and looking for a fix.
As a bit of background, we've noticed the same thing too. If you pay close attention to your mouse cursor, you'll see that sometimes it's a normal pointer and sometimes it's a hand cursor, like you see when clicking on a link. The problem only happens when you see a hand cursor. Until we get a permanent fix out, if you move your mouse around until you get a pointer instead of a hand cursor, you should be able to us the browse button.

A comment on the idea "Users should be able to directly move bug into Accepted or Rejected" in Pivotal Labs:
The thing is, the bugs aren't in the backlog; they're in the icebox. We have a QA team that files bugs over the course of a day, and we triage them out of the icebox once a day - in a very GTD/Inbox Zero sense, we either a) fix them on the spot if they're < 2 minutes, b) mark them as invalid, won't fix, or not a bug if we know that's the case, or c) put them in the right priority in the backlog. After the triage, our icebox is empty.
Your suggestion still makes us touch a bug twice - once to sort it, and another to resolve it. We know we're not going to do the work, so why both spending the time to sort it onto the backlog? – Paul Paradise, on July 30, 2009 20:19

The problem you're facing is that Flash/Flex won't access data on another domain without that domain explicitly allowing access. In other words, the crossdomain.xml file has to be hosted on the site providing the content you wish to access, rather than your own domain. As an example, you can check out YouTube's cross domain policy at http://www.youtube.com/crossdomain.xml - they only allow Flash content from *.youtube.com and *.ytimg.com. Socrata does not have a cross-domain policy file, which implies that only content hosted on socrata.com can access the the API.
In order to access content through the Socrata API from your own domain, you'll have to proxy the content you're accessing through your own servers. Adobe provides some help content on accomplishing this at http://kb2.adobe.com/cps/165/tn_16520...

Can you visit http://www.playerversion.com/ and tell me what version of Flash Player you're using? If you're not running the latest version (10.0.22.87), I'd suggest upgrading - we've seen people with older/corrupt installations of Adobe Flash Player have trouble accessing the edit functionality.
We're actively working on removing the need for Flash entirely in the future; it's a fairly large project but we're committed to making the experience faster and better than it is now.

I was able to look through our logs and noticed an error as you described related to corrupt cookies at about 8:12am PDT. As a first step, I'd suggest clearing your browser cookies and logging in to Socrata again.
