As stated in section 11.8 of the PayPal User Agreement, intangible items are not eligible for PayPal Seller Protection. You should reach out to your customer to see if he maybe forgot about or did not recognize the charge to his account.
PayPal will not recover a negative balance from your attached bank account without your approval however; you will be unable to send any payments until the negative balance is recovered.

You can remove outdated credit cards from your profile. To remove a credit or debit card from your PayPal account:
Go to the PayPal website and log in to your account.
Click "Profile" at the top of the page.
Click the "Credit Cards" link in the Financial Information column.
Click "Remove" in the Action column of the card to be removed.
Click "Remove" again.
Please note: If you remove your only credit card and you have a confirmed bank account, the Instant Transfer payment option will no longer be available. Payments from your bank account will be sent as eChecks, which take 3 to 4 business days to clear.

The answer depends on the type of account you have and where your PayPal account is registered. Not all countries have the ability to receive money. Visit the PayPal website and click "PayPal Worldwide" for more information on the countries and regions that PayPal supports.
U.S. Personal accounts are limited to receiving no more than the equivalent of $500.00 USD each month, based on the primary currency of your PayPal account. Only eBay, auction, and Website Payments (e.g. Buy Now Buttons, PayPal Shopping Cart, or Subscriptions payments) will count against your Receiving Limit.
You can view the receiving limit for your Personal account on your Account Overview page. Once logged in, click on 'View Limits'. Your receiving limit will be reset each month on the anniversary of the date your account was opened. To protect the integrity of our payments network, the maximum dollar amount for any single transaction is $10,000 for a PayPal member.

When a payment is refunded, PayPal credits the refund based on how the original payment was made. Payments made by credit card are refunded to your card. Refunds can take up to 30 days to appear on your statement.
You should contact the bank that issued your card to inquire as to how they would handle this situation. They may transfer the credit to your new card or they may return the credit to PayPal.

What is the status of your payment? Your transaction history will keep a record of each payment individually, detailing the status of each payment. Please see the list below for your payment status definition:
"Unclaimed:" The recipient has not received or chosen to accept your payment.
"Uncleared:" The eCheck payment has not yet cleared.
"Completed:" The recipient received your payment.
"Cleared:" The eCheck payment has cleared your account and has been credited to the recipient's account.
"Reversed:" PayPal has initiated a reversal.
"Denied:" Recipient denied the payment. Funds have been credited back to your account.
"Refunded:" Payment was returned to sender's PayPal account.
"Canceled Payment:" Payment canceled by sender. Funds were credited back to Sender's account.
"Credit Card:" If type indicates a Charge, then money was sent using a credit card. If type indicates a Credit, then payment charged to your credit card was canceled and funds were credited back to your credit card.
"Placed:" A pending temporary hold has been placed on the buyer's funds in a Pending Reversal.
"Held:" Funds are being temporarily held by PayPal until the claim has been investigated in a Pending Reversal.
"Removed:" A temporary hold placed on the funds has been removed in the Pending Reversal.

When a transaction is disputed, the funds are held by PayPal until issue is resolved.
You can provide additional information for a claim or chargeback by sending a note to PayPal by following these steps:
1. On the Claim Details page of the Resolution Center, click the "Resolve Complaint" link.
2. Select "Provide other evidence for this dispute by fax, file attachment, or note."
3. Click "Continue."
4. Follow the steps provided.

I have not looked at your account but just want to make sure you're aware, receiving fees are determined at the beginning of every month based on the seller's receiving volume in the previous calendar month.
Unless you received more than $10,000 in October, your rate would have been 2.5% +.30 for the month of November.

If you aren't able to contact the seller directly, here's how to dispute a PayPal transaction:
Go to the PayPal website and log in to your account.
Click "Resolution Center" at the top of the page.
You will have the option of:
Clicking the "Dispute a Transaction" button, or
Clicking the "Report a Problem" tab and then clicking the "Report a Problem" button.
Select "Item dispute" and click "Continue."
Click "Find transaction ID" to search for the transaction.
Click the transaction ID.
Click "Continue" and follow the instructions.
Here is some important information about disputes and claims:
Please don't mail or email your dispute to PayPal because it will cause delays that may prevent you from disputing the transaction.
You have 45 days from the date of the payment to open a dispute for items not received or significantly not as described.
You can escalate the dispute to a PayPal claim within 20 days after you opened the dispute. We'll remind you when that deadline is approaching.
Buyers must wait at least 7 days from the date of their payment to file a claim for an item not received, unless the dispute is for a transaction of $2,500 USD or more (or the equivalent in another currency).
The dispute will be closed if it's not resolved or escalated to a claim within 20 days.
After the dispute is closed, you can't reopen it or file a claim for that transaction.
Here's how to file a PayPal claim after opening a dispute:
Go to the PayPal website and log in to your account.
Click "Resolution Center" at the top of the page.
Select "Open Cases" and choose the dispute you want to escalate.
Click "View" from the Action column.
In the "Close or Escalate" box, select the button to escalate the dispute to a claim.
Click "Continue."
Complete the "End Communication and Escalate to a Claim with PayPal" form.
Click "Escalate to a Claim."

I am sorry you weren't able to work things out with your buyer. From the information you provided it sounds like your buyer did not receive an item and you did not meet the requirements of the PayPal Seller Protection policy in order for PayPal to accept the loss on your behalf.
You should contact the shipping service you used and request information and possible reimbursement of shipping costs for failure to deliver your item.
