Matt: Can you add a story and say that it was accepted a week before the current beginning of the project? If I understand Mark correctly, that will shift the phase of the iterations back a week.

When is refactoring a chore?

(This is more a question about practices than a technical question.)

Often, before a feature can be implemented some design-level refactoring has to happen. Is that refactoring its own chore story, or is it part of the feature story? And does the effort to refactor get estimated at all?
