How about offering 4 or 6 hr windows only where I can say 2 to 4AM or 2 to 6AM for example. The process should be reasonably fast and upon connection, the program can detect server load and recheck server load maybe every 2 minutes? I know, easier said than done. :-)
Obviously people in different time zones could avoid overtaxing any one window although there will be preferences for night time, in my opinion.
