Hello! Error 0x80070005 occurs when you haven't got permission to do it.
You need to do what you were doing, but launch cmd as administrator like this:

(If I am wrong, the help article on that error is here, I think)

Perhaps its how it is accessed from flickr?

From the feed there would be a big difference
The first one is from the<description></description>tag the second is from the<media:content>tag
Proposed solution? You could use the first link (parsing it from the description tag) instead of resizing (let flickr do the work for you!)
Then if some one clicks to zoom load the second image? idk ^.^
