I had this exact same problem last night - Vipre most definitely removed services.exe from the c:/windows/system32 folder, which basically turns a PC into a brick.
I had just installed the latest update of Sun Java (JRE V13), and it always annoys me by installing a "new version checker". So, when Vipre asked me if I wanted to block this program from running, I clicked on Yes. Vipre then deleted services.exe, which is, very obviously, a (expletive deleted) big problem to the continued operation of that PC.
Vipre MUST fix this problem - it cannot just remove a file that stops a PC from working.
This is Vipre's second strike with me - after the 100% CPU usage problem last year, and now making PC's unbootable, I'm really worried about what the next strike might be, but another such problem will definitely be the last.

I'm having this exact same issue, but with Mozilla SeaMonkey email, which is a sibling of Mozilla Thunderbird. Support has also asked me to uninstall and re-install, with no change. Now they're telling me to turn off Active Protection, which rather seems to me to be reducing the protection that I've paid for when I bought Vipre.
Like with your problem, Mozilla SeaMonkey worked fine before a recent update to Vipre. I've told support this fact twice, but it doesn't seem to have changed the canned responses of "re-install", then "turn off Active Protection".
I wonder whether one of the other posters might have hit upon the problem when he wondered if Vipre is now handling files without an extension differently - Thunderbird, Mozilla SeaMonkey email and Netscape all handle email the same way, and store the email in files without an extension.

Hi, Perry. Thanks for your response. Unfortunately, I do not have Email Protection enabled, so changing the ports won't make any difference.

The only thing I can do so that I can use email is to disable active protection, then wait a minute or so for Vipre to finish up.
I'm not using any other anti-virus or similar programs, and I haven't installed anything new in this time frame.
On the basis that Vipre might eventually finish whatever it was doing, I decided to let it have all my CPU time for as long as it wanted, but I gave up after 35 minutes - it was still using 100%
I've loved Vipre until now, please tell me you know what's happened and how to fix it!
