Hi Adam. A few days ago, Twitter lowered the API limit to 20 requests per hour per user in an attempt to reduce the number of 'over capacity' errors.
For the moment, the best way to handle it is to reduce the number of API requests that Twitterific or Hahlo makes so that you stay well within the 20 requests per hour.
You can check the Twitter Status blog at http://status.twitter.com at any time to see the current API limit, as well as check on the status of the various Twitter features.
