This is the answer I found. It looks like PayPal is rejecting the card because at one point, that card issued a chargeback against a PayPal merchant, and they don't want to take it:
when I finally managed to talk to somebody at PayPal, they told me the error was not due to the card being invalid or being rejected by the issuing bank. They told me that PayPal was rejecting it and that the card in question had been subject to a chargeback (involving a different transaction with a third party, not us) and because of this, PayPal would no longer let any merchant use that SPECIFIC card within their system.
I had already read the manual before posting regarding 'valid credit' card. This had prompted me to attempt several times to confirm the card was valid with the customers (in fact our customer had used the same card many times before, so the block went into effect only recently)
Thus, it would appear that 10759 sometimes pops up for reasons that are related to the 'error message' given in the manual. This also help explain why only 1 card, and this specific card after confirming that it was indeed a valid card for use with all other merchants except those processing through the PayPal gateway, was not working.

This means you typed your login/pass/key incorrectly when entering them into webfill. Sometimes it just takes another try to get it going, but then again, maybe you have the wrong info. Did you follow the steps on this page: http://appninjas.com/support/tutorial...

This is the first I have heard about an extra fee for turning off AVS. My guess is they are selling you a service you really don't need. Many customers have simply called and asked to have "Risk Controls" turned off for their account - and as far as I know, this "feature" is free, you just need to ask and be approved for it.

Oh, that makes sense, that's the most common problem that PayPal merchants face and it's the easiest to solve. You basically just have to contact them. See here for more detail:

To clarify, Applied Merchant is offering iSwipe customers 2.29% + 30c per transaction fee. Carl was concerned that qualified meant only swiped (as is the case with most merchant accounts), but this is not the case here. With iSwipe, you can run transactions as 'qualified' and obtain the advertised rate. That's why our deal with Applied Merchant is so killer!
It's always very important to examine every contract you enter, but I can assure you that in the particular case it was simply a mis-read of the contract.
