Why don't I see a "Post Video" button on the top tabs? Has that been disabled?

I'm using the US 40404 code and even though FAQs say I should have unlimited SMS messages in both directions, Twitter is blocking me after 250 inbound SMS, locking out my use of cell phone for a week! This is horrible.
