It's actually the system tray icon. You launch Twhirl, then right-click the icon in the system tray to locate the Accounts option. From there, you can make the changes as described.

To clarify , it's the popup menu that appears when you right mouse click on the icon that is under the Quick Launch Menu ( lower right ) and not the startup menu that one gets to under Start -> Programs -> etc. I spent some time looking in the wrong location...
