Notifications settings are typically under the control of the person who wants to get them.
As an Admin, you do have the power to turn them off. We don't give you the power to suddenly start sending out notifications to everyone. They have to set up their own notifications.

The Wiki is private. My wiki invite key is blank so far. I sent everyone concerned a manual invitation. Then in a test, I was able to get into the site and edit a page without identifying myself. I was notified that "someone" made a change. What's up with that? If I'm not on the list it shouldn't let me in right?

We are still constructing the site and it's not good to have notifications going out right now. But the names disappear! Why isn't there a button that allows one to turn them back on? I will want to do that after the info is up.
