"when I try to access it from apps it's not acknowledged" do you mean apps indicate the username or password is incorrect? When I open a new account it just works from everywhere immediately, I never need nor check for any acknowledgements. All you need is a username and a password and you're 100% up and running.-

Many, many people have multiple accounts, such as personal & business. Twitter doesn't limit the number of accounts you can have specifically in their TOS, but disallows creating too many all at once. http://twitter.com/Twitter_Tips/statu...

You can tweet anyone on Twitter at any time for any reason.
Realize though: If you send the same message to multiple people (whether automated or not) it is considered spam.
While several factors are often considered before taking action against accounts that are flagged for spammy behavior, penalties to your account include being removed from search, suspended and having your account deleted.

- Twitter.com is your Twitter "inbox" when you are logged in
- Twitter.com/username is a list of the tweets "username" has sent
Take email as an example. When you send an email, you see it in your Sent mail folder, and they see it in their Inbox. You can't go and look at someone else's inbox. It's the same on Twitter.
You can't see the tweets someone else receives anymore than you can look at the Inbox on someone else's computer.
So yes, you should just assume it appeared in their stream.

Realize that if they follow a lot of people, or don't use Twitter to communicate, they may not notice or might ignore your tweet.
