You might need to use your web browser before anything else will work on a public Wi-Fi hotspot.
Lots of schools and workplaces block IM; I can't really say whether your school blocks it or not.

Do you have an iPhone or an iPod touch?
If it's an iPhone, it should work anywhere you have cell phone coverage.
The iPod touch has no way to communicate with the outside world other than Wi-Fi, so you'll have to be connected to Wi-Fi to send or receive messages.
If you're having trouble even though you're connected to Edge/3G, let us know.

Sound Notification (but not customizable yet) is included in Version 1.2 of Infinite SMS, which is under review by Apple. We expect it to be available for download early next week.

Our understanding from Google is that it should only happen if you're signed in someplace else.
Did you leave your new gmail account open in a browser so you could check the Chats log? Because that would cause the chats to show up there instead of in Infinite SMS.
We've updated our FAQ to emphasize that after signing up with the new account, you need to be sure to sign out and never use the account with anything but Infinite SMS. Having the cookie in your browser and visiting gmail will disrupt the message delivery.

You need to get that person to respond to you before you can send them any more messages. Google uses the policy to make sure you can't just cost someone you don't like money by sending them lots of free text messages. Once they respond, you'll be able to send them as many messages as you like. Read more about it here:

Nope. When you use Infinite SMS to send a text, it uses Google under the covers. Google has a whole bunch of phone numbers in the US 406 area code, and your text message will come from one of those numbers to the recipient. From now on whenever that person sends to the 406 number it gets routed back to your Google account.
So Infinite SMS is great for anyone abroad who wants to exchange texts with someone in the US. It's free for the person who's not in the states, and the person in the US only has to deal with regular (not international) text messages.
