I finally found where my 'erroneous' tag was. I had an item that was archived, so when I would search or click on the tag, it would say there were no items. When I added the archived items I could find it and fix my erroneous tag.
So, perhaps the needed change needed is that tags which only appear in archived items/notes do not appear in the tag cloud. Or a setting to choose if they do or not.
As far as the email not being 'forgotten', I guess I've never gotten tags on the email itself so I don't quite get why they would have tags that are showing up in your cloud, only the item (note or to-do or whatever) that got created from my request to have Sandy remember or remind me of something is tagged. I can fix those tags or forget those items.

This issue is currently driving me crazy. In particular, I have old tags in my cloud that I don't need anymore, and apparently the only thing that is keeping them around is that I referenced them in an ancient email to Sandy -- which there is no way to delete. (Unlike *items*, Sandy doesn't give you a way to forget *emails*, does she?)
Eventually this will make Sandy unusable for me, if every time I create a tag I have to worry that it will hang around forever and ever and ever.

Is there any way to get rid of these old messages?

deleting emails to SandyOld emails that I sent had some words that sandy gives back to me when I ask her to lookup. I click on the link that takes me to the email on Sandy's webpage and there is no way to forget or delete the old email.
