Thank you for posting your question. The normal cause for this error is that a file inside CounterSpy has been corrupted. I think it would be best to do a clean install.
To do this remove CounterSpy through the add/remove programs utility in the Windows control panel. Then click on start then "My Computer" then navigate to and uninstall the following directory c:\program files\Sunbelt Software\CounterSpy.
Shut down all other security programs on the computer and reinstall from the following link.

Why does windows configure CounterSpy every time I load it?Whenever I try to do anything with CounterSpy (i.e. load the program, do a scan, perform manual updates) it repeatedly says "Please wait while Windows configures Sunbelt CounterSpy". I can cancel out of the multiple load bars to get into it but it is very annoying. It has only started doing this in the last few weeks. I am running Vista and my CounterSpy version is 2.5.1043
