When you attach a file to a wiki page, downloading is the default option most web browsers will give you.
What you want is to display your SWF file in the page.
Here are two ways to do that.
1. Create your own embed code

use the HTML plugin to insert the code
2. Change the format and use the video upload plugin
Go to a site like http://media-convert.com/
convert from SWF to FLV
upload using PBwiki video plugin
