We are going to be releasing a version of the plugin soon that will allow you to easily tune your location with any OS.

You currently have the Loki toolbar installed. Moving forward we are only supporting the new plugin that works in place of the toolbar. You can uninstall the toolbar and install the plugin by going to http://loki.com/findme
If you are still having problems, email me at support at loki dot com and we'll debug to figure out what is going on.

Sameena, that information unfortunately isn't something we share publicly. Its part of the service that we license as our business. We also don't publicly share our licensing costs.
There is very limited public data out there for location of cell towers, but check out OpenCellID http://www.opencellid.org/

The location that Loki produces is current at the time you request it. So to your question, Loki's location does change as users log in from different locations.

Nick, it can be used in just the same way as requestLocation(). Typically we recommend that people call it in the onFailure handler and message to the user that it will be less accurate.
It only returns reverse geocoded information to the city level, but everything else is the same otherwise.
