They are probably two different systems within Twitter.
I have created a bot that will provide the same tracking functionality that you can use in the meantime.
1. Follow Tweettrak
2. Send a direct message to tweettrak: 'track @RyanK' (substituting your username, or any other search term)
3. enjoy track functionality!
4. Tweet about it and tell your friends!
Website coming soon which will let you filter out people you already have device notifications on for, among some other features. It should scale really well as long as I don't hit any artifical limits for sending messages... in which case twitter should be able to whitelist it... assuming they aren't as slow as they are to turn on auto-following.

A comment on the question "SMS tracking hasn't worked for at least a month" in Twitter:
well, be prepared to wait a long time then. There hasn't been much said at all about twitter reimplementing this and I wouldn't be holding my breath. My bot isn't really a workaround, but rather a reimplementation of the search in a way that will scale and not put a large load on twitter (other then a potentially large number of messages being sent to people). It works with the same commands (track, untrack, untrackall, tracks) and sends you direct messages when someone tweets a keyword. Actually, its much more powerful since you can actually track any of the search operators from http://search.twitter.com/operators
Twitter itself is a VERY simple service, but its power comes from 3rd party tools that leverage the framework that twitter provides. The fact that you can build on top of twitter is what made it popular.
Of course you don't have to use @TweetTrak, but it is the closest thing you'll find to the official tracking that twitter once had. Up to you if you want to continue to wait. – RyanK, on August 20, 2008 21:29

OK, I know that twitter people are really busy... too busy almost to deal with little requests like this... but waiting a week for something simple is just silly.
Is there any other way to reach twitter people other then submitting a request on help.twitter.com or complaining (apparently to nobody) here?

I actually tried tweetlater.com and was having some issue where my emails were being sent to them, but either not recognized, lost, or otherwise broken.
Rather then try to hunt that down to figure out why that's working, seems to me that the best way is to go right to the source.
Everything I see seems to say "just ask twitter to turn that on for you". I have.. 5 days ago now, still with no response from anyone at twitter.
I know they probably get a lot of requests, and are probably understaffed... but that's still no excuse. If they are overloaded by requests they should automate as much as possible.
