If u are connected to internet disconnect the connection. Hold down windows key and type R > in Run windows type services.msc click on OK > Click on Continue > Look for service 'winhttp web proxy auto-discovery service' turn this service on and change its startup type to automatic.

conenct again .access local only' will disappear.
