I just created new profiles -- and new foxmarks accounts -- and the synchronizing is working fine on both computers now.

It wasn't too annoying to reset my preferences, but if I have to do it again this fix will get really tiring!

Foxmarks is synchronizing properly on one of my computers, but on my new computer it is attempting to sync and is running continually, never completing the sync.
