@Alper - Make sure you update to the latest version of the AIR runtime. This issue was resolved in AIR 1.5.1. You can get the updated runtime on http://get.adobe.com/air/

The engineering team just confirmed that AIR does not do OS-level keyboard mapping... Can only think that this may be related to something else...

Actually, this bug only relates to AIR applications. AIR does not change any mappings in the OS.

Yes... this is absolutely possible with the free AIR SDK. You can get the SDK from http://www.adobe.com/go/getairsdk

Sadly this is a known issue but it will be fixed in the next release.
