SOLUTION:

run...
Regedt32.exe

[HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Nls\Codepage]

change values this way:
"1250"="CP_1251.nls"
"1252"="CP_1251.nls"
do it for all 125#

then reboot, delete old itunes library and import songs again.
