Currently using Bell Mobility and 21212, I'm not getting all my friends updates - only certain friends even though device follow is turned on. Help!

On Oct 31st, I was no longer able to send tweets via SMS. I was still receiving tweets via SMS until today, when I tried to delete/re-activate my phone - and now, I can't send my confirmation code to 21212 (which, is probably why I couldn't send to 21212 to begin with)
