Yes, the method you've described of setting up a PHP script for pinging sitemapIndex.xml and then using CRON to run that script every hour should work fine. I would suggest that you don't need to run it as frequently as once an hour - perhaps once a day, although I guess it depends on the frequency with which your site's content is updated.
