Hi Shane,
Thank you for the further information. I had previously tried using the location services at an unsecured access point in Perth CBD without success (would not work after disconnecting from the network).
I tested this with another access point (paid access point), and after disconnecting I was still able to use wifi location services. Further testing showed that I was once again able to use wifi location services all around Perth again without an active wifi connection. I took the bus home (30min bus trip) and the wifi location service was able to track me all the way once again.

Please re-read my post before replying again with a template response.. infact, I would appreciate your response not being an inaccurate template.
I have used my iPod touch for approximately 6 months in the way that I had described without trouble. And trust me, there are extremely few open access points around the place here. Ive been able to use the service while my iPod clearly says that it is not connected to a network, there are no known networks in the area, and infact all networks in the area are secured.
"What i think happened is you changed the setting in the iTouch "ask to join networks" If you turned this off it will not automatically join a known network."
No, I can confirm you that this has not been touched, and I can also confirm for you that an iPod WILL connect to a known network regardless of the setting that you have named. Heck, it even says it right beneath that option in the settings application!
Now, as stated, I have used the location service for 6 months daily with no active wifi connection. Hell, I even used it in another city, and as stated all I had to do was access the internet *once*. Without my iPod accessing the internet again for the rest of the week, it was able to locate me right around Melbourne within seconds.. no wifi connection in use.. no unsecured wifi points in range.. and being a holiday there were certainly no "known" networks for it to automatically join. It also still works PERFECTLY in the way that I have described for all of my friends that are using iPod touches.
The maps application has in the past only required a wifi service to actually download the map data. You can however cache the map data and use it offline, or jailbreak the device and use a proper offline maps application (which again, was able to use the wifi location service built into the device to locate myself all around the cities of Perth and Melbourne in Australia without an active wifi connection).

Recently I took a holiday in Melbourne (Victoria, Australia), and it didnt work until I connected to an insecure access point. Once that occurred, I was able to use wifi triangulation location in Melbourne without trouble.

Edit: While in Melbourne, I only needed to access the internet once on this at an insecure access point for the wifi triangulation to work all around the city (I did not stray far from the city). The rest of the trip did not have access to the internet, and the wifi positioning worked fine, just as it did around Perth before my trip to Melbourne

Now that Im back in Perth, I cannot get the triangulation to work unless I have an active wifi connection with internet access. Although wifi is enabled, anywhere I go I cannot get location my location anymore. For instance, my own home AP has been added to the database (by myself manually) and worked fine for months, however now while I am at home, if I disconnect from the network (leaving wifi enabled) then I cannot get my location, and if I reconnect then my location comes up again just fine.
The only thing different on my iPod when I traveled was the time-zone and the actual time (as I adjusted this while in another time-zone). This was all changed back when I arrived back in Perth. I have since tried a restore and also upgraded firmware to the very latest (I was on the previous most recent) and still no luck.
Is there anything else that can be tried to get this working again without an active internet connection?
Edit: I should note that, while my iPod can locate itself while connected to the internet, if I disconnect this and try to locate again afterwards it cannot find itself anymore even though I have not moved
