Hmm, I don't have anything running in the background, but indeed if I switch to some different hotkeys it seems to work. I thought I tried it already. Win+Right arrow is not working for me (nor Win+Left arrow).

Hotkeys do not function on Windows 7.
After enabling hotkeys in Songbird in Windows7 I tried using the hotkey combinations and they do not work.
