Yes, the behavior that you're describing is consistent with my experience. I also receive track alerts even when the tweet was made by someone that I've blocked.
I'd love it if that were not the case. -

maybe my problem is a bit more complicated.
i set up an alert on the word "Tunisia" then there is this bot : http://twitter.com/lejddfr who keeps reposting the same tweet about tunisia, thus spamming me. i blocked him but i'm still receiving updates from him. -
