It's not a solution so much as a patch, but you could set your Tumblelog's timezone to something else where your desired posting times don't straddle midnight.
So if you're wanting to post from 5pm to 3am on UTC+0, you could change to the Eastern Standard Time zone (UTC-5) and set your queue to publish from 12:00pm to 10:00pm.
And since, AFAIK, each Tumblelog has its own time zone setting, doing so won't mess up any of your other locally-timed blogs. You might just have to do some time zone math if you want to publish something at a specific time. ("10am my time Tuesday should be set to publish at... 5am blog time.")
I'm not a Tumblr rep, so I'm unsure what other impacts this might have, but it will at least make it work. :-)-

I'm seeing similar behavior.
This is my second installation of the new version of Foxmarks. I'm seeing Screen B.
When I first enter the Foxmarks Settings, I get this error message:
