The With Friends flash badge is, unfortunately, currently broken.
From the Twitter Status blog:
badges: the “with friends” badge is broken. it will either display nothing or information from a default user (i.e. not your content). We’re going to be recoding this to restore its functionality
There is no announced timeline yet for when this will be fixed.

There are two ways to respond to someone:
1. @replies -- @Replies are public tweets you make that are addressed to another Twitter user. Other people can see that tweet.
2. Direct messages -- Direct messages are private messages that only the recipient of the message can see. Twitter will let you send a direct message only to users who are following you.
