Jeff, the recommendations are still there, but they are now "unassigned". The good news is that you can assign those recommendations to the new position by going to http://www.linkedin.com/references?mrs=

Try clicking on http://tr.im/lidgacct. Do you see the Ask Customer Service tab?
If not, log into LinkedIn and click on the Customer Service link at the bottom of the page.
A comment on the question "LinkedIn Downgrade Policy - not cool" in LinkedIn:
John, instructions for downgrading your account are located at http://tr.im/lidgacct.
Essentially, what it comes down to is this:
1. Go to http://linkedin.custhelp.com/ and click on the 'Ask Customer Service' tab
2. Enter the email account registered to your LinkedIn account in 'Contact Information'.
3. In the 'Subject' field, type 'Downgrade My Subscription'.
4. In the 'Question' text box, identify what type of account you want to end up with through this request. For example, 'I would like to change to Business Plus account' or 'I only want a free personal account'.
5. Click on 'Continue'.
6. Click on 'Finish Submitting Request'.
Let me know if you have any questions. – Steve Ganz, on June 23, 2009 17:15

Bob, we actually did fix the problem that Ben Burnett highlighted as promised back in June of 2008.
Recently however, due to increasing concerns from our members about how their privacy is protected, we made a conscious decision to remove the ability to download or view member email addresses.
The good news is that in its place, we have created the ability for group managers to send group announcements directly from their LinkedIn group to group members, via email.
We sent an email to all group managers on March 20th describing these and other changes to group management. The full text of which is below.
Dear Group Manager,
First, thank you for managing your LinkedIn group. We sincerely appreciate the time and effort you devote to your members, and we know they value it. Together you have made Groups one of the top features on LinkedIn. We are pleased to announce the following enhancements:
Sending Announcements
In response to overwhelming demand from group managers, we have created the ability for you to send group announcements directly from your LinkedIn group to your members, via email. Your announcement will also automatically be posted as a discussion within the group so members can comment on it together.
As membership in LinkedIn groups continues to explode, we hear increasing concerns from our members about how their privacy is protected. Now that we have the Announcement feature, and in response to these concerns, we have removed the ability to download or view member email addresses.
RSS Feeds into Groups
Posting news items into groups has become very popular in the past couple months. So we've made it even easier for you to spark discussions around news and other Web content by enabling you to add RSS and Atom feeds to your group. You can pick up RSS and Atom feeds from your favorite sites around the web. News items from your feed will automatically show up under the News tab.
Managing Job-Focused Discussions
Group managers now have full control over whether to enable the jobs discussion capabilities within your group. The jobs area enables members to discuss job opportunities in these difficult economic times without cluttering the main conversation, and like all discussions it's free.
Visit your groups today and discover all the new things you can do in the Manage tab.
Regards,
The LinkedIn Groups Team

Update: Sorry for the delay. There are a number of bug fixes that we've had in the pipeline for a couple of weeks that, for various reasons, we've been unable to release as soon as we would have liked. This is one of them.
I'm trying to get a confirmation one way or another whether or not it will get resolved this week. I'll post another update as soon as I find out.

Update: I'm sorry for the delay. The fix for this has been in the pipeline for a couple of weeks, but due to unforeseen circumstances we haven't been able to release it.
At this point we're on track to push this as early as tomorrow evening. I'll let you know if that changes.
Thanks again for your patience.
