I think you're right in some respects - because it isn't a system-wide issue, there really isn't the same urgency to address it either here or on the blog. But I've had good experiences with Twitter so far, in that they seem responsive to problems even if they take awhile to solve them... Whether we're paying or not! :) So, I'm just surprised now to see it go on so long without any acknowledgment, even, that there's an issue.

I think they're fully aware of the problem, but they don't really care because a] it only affects a small percentage of Tweeters and b] it's a free service, so there's no obligation to fix it because they don't owe us anything.
That's just how I see it. I could be judging overly Twitter harshly. But it does seem to have been going on a long, long time without any visible attempt to rectify the problem or any word about progress on fixing it, if indeed they *are* trying fix it.

This is really frustrating... I *still* don't have an older button, and I *still* can't get to older pages by manually changing the URL. And doing a SHIFT-F5 while I refresh doesn't change anything. I agree with PortiaDaCosta, that this isn't even being mentioned (let alone addressed) because it's not a system-wide problem.
And by "hacking the URL," I mean that at earlier times when the older button was MIA, you could change the normal home page URL from this:
http://twitter.com/home
to this:
http://twitter.com/home?page=2
And then change the 2 to a 3, and then a 4, etc., to get to older pages manually. But now, even that doesn't work.
I know Twitter is a free service, and it does annoy me when people come down so hard on you guys for something they're getting without paying a red cent... So I'm trying to be patient. It's just frustrating when this is clearly still an issue, and it's not even being mentioned on the blog or anything...

Wow, you're lucky. You can't find old tweets. In my case, I terminated my account, and Twitter is holding my personal information hostage and posting it on their site. Yes, that's right!
If you terminate your account with Twitter, don't expect them to actually delete it. They will maintain your photo, your username, and URL, and continue to post it - even though you're terminated! It's worse than that. Contact support to remove it, they don't. Contact their privacy department to remove it, they don't. Come here to this site, where a reported 19 Twitter employees are here to help - they do nothing.
Twitter misrepresents facts to the point I'm calling them as I see them: LIES.
This company is deceptive and dishonest.
