Hi moixoxo. Yes, you've described the general idea behind Track accurately. 8-)
For what it's worth, I *have* noticed that Track alerts have been arriving several hours (sometimes as much as 7 hours) late for me. For example, some alerts that I should have received last night only arrived this morning.
Also, Twitter had recently announced on their blog (see last section of this blogpost) that they'll be enhancing the Track feature, so I suspect we'll continue seeing some unusual behavior until all the enhancement work is done.
If you continue to experience weird behavior after they've announced that Track has been enhanced, I hope you'll post another note here.

I think you can receive track alerts from private accounts, but only if those private accounts are following you. Otherwise, it's limited to public accounts only. – mdy, on May 14, 2008 17:25

You can also see what you're tracking by sending "stats" (without quotation marks) to Twitter via SMS or IM. This'll tell you various stats like how many people you're following, etc, and it'll also include the words/phrases you're tracking.

You can get the same list via im if you have an IM account set up in your Twitter devices page (login required).
There's nothing equivalent on the Twitter web page yet, as far as I know. Track currently works with IM and SMS only.
You can also send 'untrack keyword' to stop following that keyword.
To stop tracking everything, send 'untrack all'
