This is a great idea and would be a major draw for me to use to the site more.

As for adding allowed borrowers, a simple solution would be to give the option when you choose to follow someone -- a box could pop up with a check box to mark the user as an allowed borrower? Something similar to what Flickr does with marking contacts as friends or family members.
