Su, it sounds like there are two email addresses in one of your users' Accounts.

Have the user who can't get into the wiki log into my.pbwiki.com and delete any email addresses that don't belong to them. Then, your phantom user can create their own Account.

My solution to this was that the test user removed themselves from the wiki and from then on it was OK. This was acceptable because I had control over that user but is concerning if that would not be the case.

I have a similar problem. I logged a problem as Phantom User 2days ago. I have since discovered that two users (including my phantom user) have morphed into one. I originally complained that whenever I tried to reenter a corrected email address for the phantom user the wiki claimed she was already a user - yet she did not appear in the list. Since then she has successfully accessed and edited the wiki however it attributes her edits to another user of the wiki who apparently can't use it. I deleted both users and tried to reenter them both but phantom user( despite a correct email address is reestablished in the wiki as the other user and I am now unable to enter the other user because the wiki says she is already there. Also I cannot open the users files to check data / location etc - if I try to open them it immediately opens an email message box.
