That's not the case here. My web pictures look at 3 things: the MNDOT traveler website, the NOAA radar image for the upper Missisippi Valley, and an internal web page for graphical depiction of meeting room availability. All of these sources are updated on a super-regular basis and are not subject to content outages.
In all instances where the failure to update occurs, browsing to the website in question in a browser shows the content as available without issue.
The problem is always in Carousel's failure to grab the latest image on the 15-minute schedule.

I'm assuming you want the URL that Carousel has listed for the picture (Seen when editing the bulletin containing the web picture), and not the URL from where the actual picture is taken. To that end, here is the URL for one of the web picture blocks that wasn't updating appropriately:

Thanks for directing me to the post on saving dynamic bulletins.
However, that is one heck of a cludgey way to save a template, when you have a much nicer, way more user friendly way of saving other templates and using them repeatedly, and copying them from one zone to another. It doesn't make much sense to require people to use an undocumented hack to do something that should be built into standard functionality of the app.
Even your own post warns people that may be uncomfortable with the steps not to perform the function, and that this funtion has to be performed on each zone where it's needed.
Considering how easy, web-enabled, and user-friendly as this product is marketed, Tightrope should seriously consider actually making somehting like this easy, web-enabled, and user-friendly.

I'm in a corporate environment and want to set a rigorous set of standards, but this lack of functionality is killing me. I want to be able to create a standard RSS feed template, standard weather template, and standard event schedule template that I can pick when I need to create one of those bulletins.

I know it only updates every 15 minutes. However, I have 3 bulletins in a zone, each with one picture block on it. One of the 3 bulletins updates like a champ with no issues. The other 2 update for (1), maybe (2) 15 minutes cycles then stop updating altogether.
I spoke to Chad about this when he was on-site for our training on the system, and I followed his suggestion of clearing the CarouselDisplayEngine\Cache folder on the player to that it will requery the Pro Server on the back-end for the content. I've stopped/started the Carousel services on the server and players, rebooted the players and servers trying to find some combination that fixes this.
No luck with anything to this point.-
