RescueTime should still attempt to open even if the application is being blocked by your firewall. Previously we had some issues with a stub updater application, but that has been removed and the auto-updating functionality has been rewritten, so even if you are not connected to the internet or have other network issues, RescueTime should start.
My only thought is to try removing the .Net 2.0 framework using Add/Remove Programs and then do a fresh install of RescueTime, which should automatically download and re-install the .Net 2.0 framework.

I have the same problem. I have installed the Rescue time installer and there was no icon in the tray. I then went to start programs and tried to start rescue time manually, still no icon in my tray. Is it possible that I am behind a firewall? Is it possible the the company that I work for blocked the application? Is it possible that Rescue time does not see the internet and therefore does not open?-

On Windows, RescueTime runs as a system tray application, so it might be running and just not appear to be doing so.
If it is running you should see the RescueTime icon in the lower right corner of your screen, next to the clock. To open the RescueTime preferences, you can right click on the icon and select Show Preferences.
If RescueTime isn't running and you aren't getting any error messages, it could be due to a faulty Windows .Net 2.0 Framework installation. If that is the case, you may want to try re-running the RescueTimeInstaller.exe file located at: http://www.rescuetime.com/installers/...
