Hi Bryan,
It's a bit of a difficult one - I'd argue that the thing that makes it a noticing is the person, which we're trying to discourage. People are such a difficult thing to 'score' - and it seems a lot easier to just take them out of the equation.
Obviously there are lots of noticings with people in them, but it's a big grey area between having people in the background of the shot, and having the person or their action as the noticing.
We obviously made a decision at the time (which I can't remember) that it should be pulled. It's not very polite, because we had no way of informing you, discretely of our decision, and thus no way for you to respond.
We really want to get to stage where discussions like this can happen between players, letting people negotiate the rules between themselves. And if people decide that it's fine, then it should stay. But we're not entirely sure how to achieve that yet.
But for now, posting here seems like the best thing to do.

Most camera apps apart from the official one don't save the DateTimeOriginal in the EXIF header, because working around the Apple APIs is very tricky. If you're using CameraBag for example, I know it doesn't (CameraBag does save the geodata, though).
Also, some of the Flickr upload apps don't read it correctly either, uploading just the raw image, without any of the timestamp/geodata. The only one I know that works correctly is Mobile Fotos.
If either of these things happen then Flickr won't have any metadata to read and you'll find that it defaults to the uploaded at timestamp, rather than when the photo was taken. So the problem almost certainly lies with the iPhone I'm afraid.
We're working on a Noticings specific iPhone uploader, but it might be a while before it's finished.
And with regards to your hypothetical situation: yes, it'll pick it up on the 2nd.

Hi Luke,
Every day at 3pm GMT we import yesterday's photos. We use the Date Taken to filter out older/newer photos. It looks like this was taken at 00:22, on the 25th, which means it'll be imported with the rest of the photos on the 25th at 3pm GMT today (26th). So don't panic - it should get scored in a couple of hours.
It's probably worth mentioning that some iPhone apps strip out the timestamp data, and if that's the case then Flickr just set the Date Taken to the upload time. It's a bit annoying, but if that's the case here then you should set the Date Taken manually in Flickr in the future.

At the moment there's no bonus for noticing someone else's noticing. It's a nice idea, but it's really quite tricky to implement. The 100m rule was intended to capture some of that 'renoticing' behaviour, without being too precise about geolocation accuracy.
Using machine tags to do it seems like a nice idea, if we ever get round to implementing something like that, but for the moment the 10 point nearby bonus is all you get.
I love the idea of seeing different player's perspectives on the same 'thing' over time, but I think it might have to sit down the priority list for a while.

Sorry for the delay on this. All fixed now.
If you replace a photo after its been imported into Noticings it breaks the link to the image, which is why it was appearing blank. I'll try and see if there's a way to keep it in sync more intelligently, but you spot anymore photos like that, please let me know.
